The die that struck those coins was in the VLDS die state. It is very old and should have been retired. They are die chips that probably qualify as little Cuds at this point. Not a high premium though. Just baby Cuds.

The difference is that on this coin, the rim and the devices merge together. No distinction between the devices and the rim. Another coin posted didn't show that, just chips. they are from the dame die, the die is just falling apart more on this coin.
