87 Silver NFLD 50c

Saw this on ebay from an American seller .
Advertised as a Canadian Silver 50c Coin.
Sold for 13.00 plus shipping.
I know that there weren't any 87 50c coins issued
plus the fact that there is no "18" in the date.
Any ideas what this is?

It looks like someone scratched out the "1" and the last number and sold it as a fake date.
