Yep, designer initials. The mint marks on silver coins were located on the reverse side until they changed over to clad in 65. You'll want to look at the base of the pillar on the reverse for the mark on a Merc!

Yeah, its just the designers initials, not the West Point mintmark. Check the reverse, as Dasaki said.

It is the monogram of sculptor Adolph Weinman. There is a similar monogram on the reverse of the Walking Liberty half which he also designed.
