The following is a release from the US Mint
WASHINGTON -The United States Mint will accept orders for the 2015 American Eagle One Ounce Silver Uncirculated Coin (product code ES7) starting March 26 at noon Eastern Daylight Time (EDT).

The current price of the coin is $39.95. As with all products sold by the United States Mint containing precious metals, pricing is subject to change. There is no household order limit for this product.

The obverse (heads side) of the American Eagle One Ounce Silver Uncirculated Coin features Adolph A. Weinman's iconic design of an ever-hopeful Liberty striding confidently toward the sunrise. Liberty is draped in the strength of the Stars and Stripes and carrying branches of laurel and oak in her arms to symbolize both civil and military glory. The coin's reverse (tails side) design, by former United States Mint Sculptor-Engraver John Mercanti, depicts a heraldic eagle with shield, an olive branch in the right talon, and arrows in the left.

The American Eagle One Ounce Silver Uncirculated Coin is struck on specially burnished blanks. The .999 fine silver coin has a finish similar to its bullion counterpart but carries the "W" mint mark indicating production at the United States Mint at West Point. Each coin is encapsulated in protective plastic and placed in a blue presentation case. A Certificate of Authenticity is included.

I'm wondering how some of these are available on ebay with no mention of presale and images that look like they're in hand...

Bobby those are normal bullion Silver Eagles from a green monster box; the ones from green monster boxes don't have a mint mark.

Those don't have the Wast Point mint mark. I can find nothing on the US Mint website about non-mintmarked 2015 ASE's, but everybody has them in stock.

..because the Mint does not sell bullion ASE's direct to the public
