Not PL by Canadian standards, this is the usual look of high grade Mint State 1949 dollars. Most were handled carefully and shipped from Ottawa in tube rolls. PCGS can't grade or attribute Canadian coins very well in my opinion.
If it was sent to ICCS it more than likely would come back ICCS MS66. I would leave it just the way it is in the PCGS hard slab. The PCGS holder provides excellent protection so I don't see the need for a re-grade. Most seasoned Canadian collectors know exactly what it is. Very nice looking dollar.
You could also get it cross graded by ICCS, but it might be a waste of money to spend $20 for them to tell you it's not a PL 67. Definitely keep it in the PCGS holder, ICCS can still grade it.
