FR is abbreviation for fair and 2 is the numerical grade. I've never seen that before. I looked it up on the PCGS website.

From what I can see, this coin appears to have full rims. The color appears pretty original and from this picture I don't see any serious damage. Overall the obverse looks more like G-4 or even G-6 condition. I wonder what the reverse is like? It must be worn down to little more than the mintmark in order for ANACS to average the grade down to FR-2.

I cannot really judge whether it is a fair(pun intended) grade or not without seeing the reverse. However, it would be very odd for a 20 center with a full obv rim to be graded FR2 unless the reverse is practically slick

Exactly. We don't have a reverse pic but if the reverse is completely worn with no detail, I can understand where the FR02 would be warranted.

Let's take this a step further for the uninitiated ...
P01 = Poor
FR02 = Fair
AG03 = Almost Good
G04 = Good
VG08 = Very Good
F12 = Fine
VF20 = Very Fine
EF/XF40 = Extra Fine
AU50 = Almost Uncirculated
MS60 = Mint State
MS70 = Perfection
You now know the basics of the Sheldon Scale. And don't feel too bad for those P01's and FR02's. There are some series and dates that collectors compile "Lowball" PCGS sets and pay hefty prices for these grades in a PCGS holder.

Case in point. I saw a PCGS PO1 1916 SLQ at a coin show once. They still wanted big $$ for this rare key. Some coins are just plain rare. I think it's nice some "lowball" key monsters are out there. At least it puts it in the affordability of some collectors who need that coin. When I see a low grade coin like this, I can't help imagine it once was brilliant with mint luster!

even if the coin isn't rare a P01 can bring quite a premium because some people (more than you think) covet the worst graded coins and thats as low as it gets and I think PCGS gives out P01's less than they give out MS-70's

If it has an obverse like that, even with a LOT of reverse wear, it probably doesn't deserve the FR2 grade.
