The toning on this coin is a couple of shades lighter than what is depicted in the photos. Also, the toning on the bun of her head is a bit darker than the rest of the obverse. The mark on her eye appears to be dirt. Can someone tell me if it is ok to soak coins in soapy water to get rid of debris?

Try soaking it in pure 100% acetone from the hardware store for a few days.
