That's a weird one. It almost looks like plating falling off. I assume the left side (IN GOD W) is what would have been the "original" surface, or is it the lower layer?
Profile's pretty heavily machine doubled, too, as is the MM.

Looks like tape to me, sorry. See the gray gluey bits? Looks like that's from where some of the tape was pealed and collected dirt. Also the higher devices are not effected and show this dirtiness. There looks like a small bit in the middle to the right of GOD and left of 19 in "1991" that is on it's own. Maybe try pealing that with a toothpick to see if it's tape?

If it's tape, acetone will strip it in minutes.

Also check the left edge/rim of the coin. It looks like some might have made it there

If you want to find your first real lamination, look on half of the 1946 nickels produced at the philadelphia mint. Almost all of them contained minor/major lamination issues.
