Looks like a Post strike Lamination to me. Note there is no weakness on the reverse opposite the area where the lamination peel off. You can see the edges of the devices in the area where the lamination peeled off. (an indication that the material was there during the strike)

Post-strike lamination. The details on a pre-strike lamination should be crisp, these are blurred a bit if that makes sense. I've never managed to find a War Nickel that shiny though : O
