So my question is, would this be considered an error coin?

The line on the top of the obverse through the motto is called Die Deterioration showing through that area. The die is aging very fast now and in the later part of it's life. The weakness on the reverse on "OF AMERICA" Looks like a result of a Struck Through Grease error. It is minor though and not a complete blockage of those devices. Both of these are common though, so no premium for these.
