Got a second chance offer nearly immediately after I lost an auction, from a seller I have won other items from before... The immediacy of the second chance offer is what made me a bit suspicious...

I copied the 'bidder history' of this suspected shill here with the seller and item redacted, simply because I want to make sure I am not jumping to conclusions. Of course, after seeing this, I went back to the most recent item won from this seller, and of course, this 'bidder' drove up the price on that as well...

So, I am I being presumptive as to this bidder being a shill? The fact that this 'bidder' appears to be bidding on various types of items, not simply coins, exclusively from this seller, makes it rather difficult for me to give the benefit of the doubt, but I'm trying...

Presumptive? I don't think so. 100% bid activity with one seller. Looks like the seller has a very good friend/shill imo.

There is only one possible conclusion from that information. I rarely support shill claims - there are too many possible other explanations - but this one's blatant.

The downside is, I dare you to find a way to report a shill bidder in ebay's reporting system.

I thought so, just wanted some other eyes to look it and make sure I wasn't making undue assumptions...

Although, you have it completely right, ssuperddave, there is next to nothing that can be done

Seems like an obvious shill to me. Offer them 20% less than the second chance offer just for fun!

Print out the bidding history on each and every item that you bid on, then figure out the difference in cost if the shill had not been there.

Then demand a refund from the vendor in that amount. Send a copy to ebay.

Don't expect anything, though.

Your state attorney general looks into things like wire fraud. Get a copy to them, too. Seriously.

It's theft, pure and simple.

You'll be hard-pressed to prove harm in the real world sufficient to persuade budget-limited enforcement agencies to care much about such small numbers. Heck, ebay systematically violates the Federal Trade Commission Act on a gross scale and I can't persuade a Senator on the FTC oversight committee to care. All we can do is our best to pretend it's a dike we can stick our fingers into rather than the tsunami it is.

NICE catch, I would say walk away, and let the seller eat all the final value fees, they have to pay,i would say you are correct in narrowing down, the shill bidder..
