Am I stupid or is this thing absolutely confusing? Do I have to pay money for a membership before I can send them coins? Is that what I'm reading? I seen something to where I can give my coins to registered dealers to send in or something...I'd imagine that would cost even more money to do? It seems like submitting coins isn't even worthwhile unless I have a whole bunch of coins to submit in hopes that they get decent grades... Is someone able to walk an idiot like me through this please? I need TPG for dummies.

You haven't missed anything. PCGS and NGC require memberships to submit, but ANACS does not. ANA membership qualifies you to submit to NGC as well. Purchsed memberships (aside ANA) come with bundled free submissions varying by membership level. It pays to have enough coins to submit to take full advantage of all free submissions. Membership isn't for someone who will likely only have 3 or 4 coins to submit that year. Many dealers will allow you to piggyback your coins onto their own submissions, but this is voluntary for them and the consideration they'll ask of you can vary. Slabbing is not for cheap coins. I use an arbitrary value of $150 minimum plus the ability to profit on resale even when the cost of slabbing is factored in. Coins of lesser value where authentication is important are also on the list. And yes, it's a crapshoot depending on the reliability of your grading skills.

I know ANACS will be at the Battlefield show I think next week or week after. They said they will be accepting submissions Friday and Saturday.

No In fact you save on postage sending the coins to the TPG. Sometimes you can arrange to have the coins returned to you at the next show (ask), saving postage BOTH ways. Dave: yes, forgot the show-special tier... at multi-day shows they do a next day return. But you pay EXTRA++ for that!

Be sure to go to their website and download a copy or two of the submission form. Much of the information can be filled out in advance, making it easier for you and them.

Realistically, am I an idiot if I just don't get the higher level of membership in order to get the free submissions? Does anyone know if those submissions are instant or if it's like a month later before I can use them?

If you're going to get a membership, obviously you want the highest level available in terms of free submissions. The membership pretty much pays for itself then as long as you have (or will have during the year) enough coins to use them. And it's "instant" in that your membership packet will include the vouchers for free submissions, which you can then use immediately.
Anything specific regarding actual coins you wish to submit, or are you just asking generally?

One thing though, ALL of the free submissions have to be used at the same time. So if you have 8 coins or more that you want to submit the high end membership makes sense. If you have four and aren't going to be submitting very often the lower levels might make more sense. For example if you are only going to be sending in two or three coins a year paying for the high end would be foolish because you are effectively paying close to seven submission fees to get eight free ones and then just using three and tossing the others away.

I think you can also get the "Secure" holders with the free submissions, if I'm not mistaken.
