Is the toning and porous Obverse evidence of a cleaning or dipping?

That splotchy build up looks like it wasn't properly rinsed off after a dip and over time that's what happens to it. This is on US coins though. Not to familiar with other coins. I'm sure stuff is relatable from one pond to the other.

Any way you could shine a bright light on a horizontal angle across the coin? This would allow us to see the surface condition. It looks like it may be over-dipped or as others have said, not properly rinsed. That's where you get the dull-looking, greyish luster on silver coins.

The coin doesn't look cleaned to me, just starting to tone. Actually, it's a pretty nice coin, EF-40
