According to the IKe Group the Peg Leg is an intentional "design variety" for the 1971-S
Ike dollar which is why it is common (according to James Wiles).
Wiles indicates the Peg Leg ODV-006 is found on 1971-S and 1972-S Ikes with no suggestion that they are anything but common. See his rarity ratings, etc., here:

So if there is more than one die, it would follow that the "polishing" occurred on the hub.

I guess I shouldn't have mixed apples with oranges here as the 1971-S & 1972-S Proofs (and 40% silver Uncs for 72-S) have nothing to do with the business strikes. Two different animals.
