I'm going to go with MS65+ It is hard to grade a coin through a 2X2 because of the lint, reflections, and scratches. Hard to tell if they are on the coin or the holder.

Still a 66! Very clean fields, hardly any hits, and just a little strike weakness in the steps (typical). It's all about the fields and the luster in hitting 66 and up.
I've seen hundreds of MS-66 memorial cents in PCGS/NGC slabs and this one fits the mold.
