Looks like a plated coin, where the plating is deteriorating. When the 1944 cents were minted, a few of them came out on steel planchets (theory is , there were a few steel planchets still stuck in the hopper from the 1943 mintage. These are few and far between and worth large sums of money. These however were steel and did not have a copper core.
