Looks like verdigris, not anything caused during minting.

There are several doubled dies for that year and mint. The photos you posted aren't clear enough to tell if this is one of them or not. Is there any way you can get clearer photos? Need to see the date, mint mark, and motto - IN GOD WE TRUST.

Hard to say from your pictures, but looks like strong MD. Have you familiarized yourself with Coppercoins?

I did search in copper coins and I found nothing that has any close match. I am also leaning towards very strong MD, but thought I should get few more opinions. I did realize pictures are not that great, and there no other visible markes in other places.

Folks - I'll have you know that I didn't turn into a pumpkin just yet...but I am still shy of midnight! Numbers are creeping up now, but way behind a number of solid contributors. I suspect it'll stay that way. OK, need to check on that PowerBall jackpot; it may be time to play!

The doubling on the face is very common for that decade. I think it's master hub doubling,no added value. John1

It is machine damage to those devices by die movement during the strike. This occurs on the bust a lot and damages the edge of the busts design. On hub doubling it is rounded and not on the edge of the bust: Note on this example on the right how the machine damage happens on the outside edge of the bust. The image on the right is showing hub doubling. It occurs note on the outside edge, but slightly on the part of the bust away from the outer edge. (1968-1972 cents show a lot of machine damaged examples)
