Looks like it was tilted causing a weak strike. The area looks as is it matches from the obverse to the reverse. But I am just guessing

Looks like it maybe a tapered planchet. What is the weight? It may be thinner on the area in question. So place it between a couple of other coins to show this.

About a third of it's weight is gone and even with wear a split before strike error would have retained a rough apearance so it looks like a rolled thin planchet error
