It is impossible to tell if a proof coin is 70 or 69 from just photos. TPGs would be able to see if there was a microscopic scratch on it, bringing down the coin.

Is there a way I can tell with my eye prior to selling it? Or does someone need to be trained?

If you look at it with 5X magnification and see any imperfections at all, then it should not grade 70. Honestly it's hard for me to find that on most graded 69s I have seen though.

May be. Might be a reflection. And no martyG. No one will buy a "PF70" unless it was graded that way by a reliable TPG.

Absolutely no way to grade from a photo. graders use magnification to determine grade taking into account every scratch and mar. If you bought it second hand (not from the mint), you have to think if it was "perfect" it would have been graded by now. Since only MS70 or MS69 have any premium to them, and only 6% or so of the total pop. of 2001 proof eagles are 69 or 70, the odds are not with you. Of course the numbers are a bit skewed by the fact all 2001 eagles were not sent in for grading, but you get the idea.

denco7 these were from the mint and I have about two dozen. I plan to sell them, is it worth the fee to get them graded for the slight increase in value, or should I just sell them and let the collector have the chance to make great value?

Anything less than a MS 70 will not give you an return worth the grading fees. Proof Eagles from 1986 to 2004 are not very well minted, the chances of getting a PF 70 are not good. Take them out of the capsule, look at them through a 7X loupe. If you see even the tiniest mark , the most infinitesimal imperfection, it will not be deemed perfect.
PF 69's go for about $60-$70 on the bay. Now take what you paid, add $30 for grading and shipping and decide for yourself if it is worth they very outside chance of getting a PF70.

denco7 what is a rough guess as to what I can expect from a collector or on ebay if I sold these without grading?

One just sold on ebay a couple of minutes ago, for $44.28 with original gov't packaging. Anther sold earlier today PCGS PF69 for $44.33, so I guess that is the market. Unfortunately 2001 is one of the higher mintages and in no way rare or hard to find. By the way, welcome to the community, you have found a great place to stop and find answers and advice.

You have been a huge help. thank you for welcoming me. Thank you for giving me the market of 2001, I have most of those coins. I do also own 2000 and 1989, do either of those offer a better market or are they all in about the same general range?

You are probably looking at the same price range, while 1999 has a lower mintage than the 2001 , 746,398 vs 549,330, 1999 is the year that the mintages really started taking off. 1992-1998 all saw mintages under 500,000, with 1994 being the key to the series (excluding of course the 1995-W), with a mintage of 372,168.
1999 saw mintages climb back to over half a million, never to look back.
But if you think you have a perfect coin and want to take a chance, a 1999 PF69 sold last week for $52, the same day a PF70 sold for $273.10
