I feel this is a DDR. Look at the way the EPU is reduced in size on certain areas of the design. The ONE CENT look wider than normal. You might check with John Wexler and see what he thinks. Looks like a good to me so far.

On the 2013-P DDR I have a side by side to compare the normal coin with the DDR: (not that this one is that strong)

Its incuse...so on the die it is raised and when the die was made it reduces it. Hard to explain but makes sense at least in my head.
