Not sure how much value the PL designation adds, but I think you probably overpaid, and by a fair bit. Here's a few graded MS-69's that sold recently:

The UNC 1994 world cup commem had a mintage of 81k.

It's in a slab, its a MS-69 and its PL, I think you did ok.

All of you are missing the fact that this coin is the top one for the grade with none finer. That is where the high premium paid for it comes from.

Well, it's Pop 1/0 as a PL (more on that in a minute) but PCGS and NGC combined have over 100 MS70's, and you know that's an accurate number because who cracks a 70?

Went back a few years on Heritage regarding this coin, and it looks like there's this single 69PL which has been through about a half dozen labs looking for that 70PL upgrade. This is the newest slab. Or even a 70 without the PL, which would triple the price anyway.

I looked up NGC's census figures. They've graded 867 that were not PL and 51 that were PL. Of the 51 that were PL, 1 graded MS68 and 50 graded MS69. None graded MS70. Comparing the price of a PL to one that's not a PL is like comparing the price of a 69 to a 70. I did a search on ebay and found that only three SM69PL's have sold since April. All were from the same seller and went for $49.00. I think you did just fine. Very nice coin!
