Nickel Stuck On Quarter?

I've got no clue where to go with this... Found it in my basement and was told it's not a coin but it sure looks like one to me. It appears as if a quarter and nickel are blended into one and I've tried looking for markings but can't see any. It's the same size as a quarter (except for the thinner side it's a little bigger which is understandable) and on the top there's a circle the same size as a nickel. I'll post some pics to help. Any advice would be great, thank you!

Looks like a punch out tab you can find on electrical boxes.

First thing that came to mind, we used to find these at construction sites playing as kids, promptly jammed a few vending machines trying to use them as slugs.

The little tab cutout on the edge is the give away as to what it is.
