Not sure but I suspect it all started about the time Whitman issued that first Red Book in 1946, dated 1947. Back then all the grades were simply G, F, Unc or Proof. Then as time went on the grades spread more with STUFF like VG, VF, etc. As more and more diversities were made, EF was added too. If you look in the latest Red Book you would see on some pages they still use G, VG, F, VF, EF, AU, etc. Not sure but I don't think I ever saw XF used in the Red Book. Yet at coin shows many dealers will put XF on a 2x2 flip instead of VF or EF.
And too they seldom will attempt to add a number such as XF-55 or something like that.
I really don't know how or why people use XF. Just a thing used to try to impress someone about how good a coin is.

The Red Book still uses EF. It looks like they changed from E.F. to EF-40 sometime between 1972 and 1981. Krauss catalogs use XF, although the oldest one I have is from 1988.

Back in the 1960s, it seemed like EF was better than today's EF-40. For example, I have a 20 Dollar gold piece that was sold as EF back around 1965. It is as good as some AU double eagles sold today.

Just to be clear, on the PO1 and FR2

Poor - PO1
Fair - FR2
About Good - AG3
Good - G4

At least that is how I understand it.

As for the EF or XF ... I have no problem with using
either.

I've always used EF for currency, and XF for coins.

Not to go tooooo sideways here but I think it's interesting how PCGS uses 'Ike' dollars in their price guide instead of 'Eisenhower.' It's easier to spell anyway

We live in a world of ever changing vernacular being shortend to the point of confusion thanks to social media & texting. Very soon non-abbreviated words will be the exception

I'm not going to start an argument here.

Anyways, I brought up a topic. Other people are discussing it, and not just saying "doesn't matter, means same thing"
