A sad reason why I just don't do out of U.S. purchases, or sales.

It might be worth giving ebay a call. I had a situation with a seller and ultimately got ahold of a real live person who issued a refund.

If you call up and talk to someone at ebay about this problem you can just show them the message the seller sent you stating he received the return. That is really fortunate you got that in writing. That should be enough to get the case decided in your favor.

After several days, ebay finally allowed me to escalate the case to customer service through the website. I explained the situation already laid out in this topic, and here is the response I received:

After reviewing your case including your communication with the seller, I can see here that the seller confirmed they received an item. With this in mind, I'm pleased to inform you that I have decided to close the case in your favor.
