It's hard to tell if it's rub at the centers or slightly weak on the strike. I'm not seeing a lot of luster break associated with circulated, so I'll go with a 62. No higher, I don't believe, although the reverse by itself is well above that.

To me, the luster looks pretty good, just my opinion. I'd say 63.

Using this coin as the example how can one tell, in general, if the absence of well defined breast feathers is the result of wear or a weak strike? I have always had issues with IDing this condition correctly.
If this is a weak strike, the grade is 63.
