The die chips in the 8's are pretty common with Morgans, such that they are never more than convenient pickup hints when you see them. So, they aren't necessarily your smoking gun for attributing this coin; heck, it may be a known
VAM which hasn't yet been found in a late die state with those chips.
So what we have here is an 1889-P with a Far Date, what looks like a double clash on the eagle's wing under "In," and not much else for attribution hints. It will require close study of date and ear doubling (if any) to refine the attribution further, and worse yet there may not be enough information out there to nail it.
