The 1903's always seem to be weakly struck at the centers. It took me forever to find one that actually had a full strike. So these photos are a little tough to judge.

I see rub on the top of the bun, and above the eye in the hair, so it does show circulation, rather than just a weak strike. I can't make out the reverse will enough to give an opinion.

I'd be at EF 45.

EF-45, but I can see it pulling an AU-50.

I got in too late as the grade was posted, I was calling this coin EF45 before I saw the grade. I can see AU as there is still some nice luster present, but cleaned? Hard to say without the coin in hand and a loupe, if so it appears to be lightly cleaned or conserved as opposed to any harsh cleaning.

From the photos it does not look cleaned, but NGC saw something they did not like.
