That's normal reeding for a 1921, especially one as sharply-struck as this. No idea about a VAM, though. No real smoking gun attributes.

Looks to me like possibly Rev D2, VAM-9A (? not said with incredible confidence...)

OK, VAM-9 it is. Your previous images gave a horizontal mark between the B and U a bit too much emphasis and it caused doubt for me.

SD, what theory do you prescribe to regarding the how/why of the 21 dots? I know it has nothing to do with casting obviously but it reminds me of the mould fill dots you see on some China coins

I lean towards the popular belief of deliberate die hardness testing, at the moment. It had been 17 years since the Mint had to work dies of this size in mass production, and I bet they lost a lot of technical expertise in the interim so testing of this type was necessary while they relearned preparation of Crown-size dies in large quantity.

 I think it's touch funny too that I went down a path to question it as VAM 90 and it turns out to be 90 minus the zero. It's the little things that make you go
