This coin came back with a PF67 grade which makes the $25 I have in this coin "worth it" but am I wrong in feeling robbed?

 IMHO, It is a cameo . should have been designated as such. Yes you should feel robbed.

That looks right on the edge to me. Portrait may be just a little bit too shiny. You could always send it to PCGS on a cross-grade and see what their opinion is. Super awesome looking coin, either way, and for that price, I don't think you got robbed at all.

 that is a fantastic coin and I will take it off your hands for PF-67 prices any day! But really that coin looks cameo to me. That must be frustrating.

Thanks for the second opinions all. It seemed frustrating but just wanted to be sure that my evaluation skills weren't way off. It seems that there are enough "borderline" votes to warrant a tightening up of my criteria before sending off to get graded. Looking on the bright side, $25 isn't bad at all for this coin so thanks for pointing that out paralyse. I might consider the cross grade though ha-ha.

I'd pay $25 for that coin! I hate to say it, but try PCGS for grading... Or sell it to me

As a side note, PCGS has less strict guidelines for FBL designation than NGC.

NGC started in the late 80s if I remember and I have seen some earlier 90s NGC holders using CAMEO and W CAMEO (White Cameo, what they now call Ultra Cameo) but the word was always spelled as such and not abbreviated. ANACS used to grade certain very nice Morgan dollars as "CAMEO DMPL" in their early slab days post-photo cert. Edit: If you cross it to PCGS, leave it slabbed. NGC and PCGS have an arrangement as such. If you are sending it anywhere else (ICG, ANACS, SEGS) it's got to be cracked out, which is why PCGS was suggested.

To clarify, the current Proof tier setup for NGC is Cameo -> Ultra Cameo. W was only used on some older NGC slabs, and it indicated that the coin had no toning, "white". It had no real relation to the "level" of Cameo contrast/mirrors, but you could have a W designation on a CAMEO or ULTRA CAMEO coin for a short time. If you look hard enough you can find examples of these slabs still out there.
(There was also a comparatively rare T grade for toned coins that was only used for a couple years before someone realized that you didn't need a designation to see that a coin was toned...)
The W/T was discontinued in the early 2000s and NGC switched to +/* designations.
