Mystery Medal Found - Arabic Script?

Hi, I just found this medal in the UK.

It looks like cupro nickel and is circa 38mm, or 1.5" in US parlance
It has a swivel suspneder
It "feels" old, it has some weight to it and does not feel cheap or modern
It looks like Arabic script on the obverse and reverse
If I had to guess it's age I would estimate it between 1900 & 1950

So what do you guys think? 10 Blighty point to the first person with an accurate identification!!

The date on it is AH 1409 = 1988AD which was the end of the Iran-Iraq War. Could be?

The middle script (on the side without the wreath) is the date "5 Rabi' al-thani 1409", which corresponds to 16-Nov-1988. All of the remaining script is the same thing written, the second word is 'Republics' but I don't know what the first word is.

A part of me suspects that this may be written in Urdu, and as such it might be Pakistani. If that is true, that date would coincide with Benazir Bhutto's Political Party winning an election on that date.
