Is it even possible for a 90% silver coin to be woody? Or for a silver coin to be woody? Is this just some cool toning?

I would lean towards toning on your coin. It is silver and silver tarnishes/tones. But I'm thinking I've seen woodies on some war time nickels. (I don't have an image to show right now)

Looks like toning to me. Streaky toning is common on the 90 percenters.

Yeah , that's natural toning. I believe woodies only can happen to copper coins.
and possibly nickels.
