Has anyone seen another 2004 D Iowa Quarter like this? Does it look like Strike Doubling or DDR?

Looks to me like die wear. The die flow pattern gets strong as more and more coins are struck. The flow gets taller and eventually flows in to the devices. The over all details suffer the crispness that the die had at first. The devices do get wider looking, but doesn't help eye appeal. Usually I avoid the VLDS coins if I buying a nice example to re-sell later.
