A good place to start is always ebay, if you can handle shopping online and the risks within. I think that's the only definite source, but it be for sale in coin stores nearby to you. Again, just might. They mention the coin in question in the wikipedia article from linked at coins.su but no further information was given for it except from that it was the only coin made for the Tajikistan Ruble.

If anyone in last few years sold on ebay this "coin" there should be any sign in google, but there is nothing.

I'm puzzled. While there seem to be a denomination on the 'coin', this is not listed on the official homepage of the Central Bank of Tajikistan.
Could this be a pattern coin instead?

I've been researching on this medal several years ago. And the strangest thing to me is why did Krause even include it in a COIN catalog, while it is clearly a MEDAL. I believe its a mistake by Krause and it does not belong among other world coins. Tajikistan was issuing similar medals over years to commemorate its Independence and I have seen a certificate which states it is a medal with no denomination (another question: how come does Krause think it is 20 roubles?). So my advice would be just to look for some later year Somoni coin for your collection instead of this medal. Also, when it comes to other Middle Asian coins, Krause is not always a reliable source. UPDATE: I've found the certificate, even there it is called 'Silver Mark':  UPDATE #2: In 1999 Tajikistan also issued two gold medals (10 grams and 20 grams) with the same design as the silver one. Similar medals were issued later in 2001, 2006 and possibly other dates.

They think they mistook 20 grams as 20 rubles. That's a pretty bad mistake.

Im still looking for this Krause "medal"/"coin". Maybe anyone have new info about it ? or where I could buy it ?

This one from the link are fakes, and unfortunetly I need only the one from 1999 :) to complete my XX century OFEC colection.

I'm pretty sure it's not a coin. The certificate describes it as a "silver mark" in English, but the Russian seems to better translate to "silver badge".
I think you're going to have to write off Tajikistan as "a country that did not make coins in the 20th century".

Even this one is for sure not a coin :) I would like to have it in my colection. Just wondering why its so rare. There is no pictures of this "badge" on Internet (only one black-white on NGC).

this is for 1999. certificate that you have found is for year 2001/ mintage 2247.
