There is a general lack of detail in other features of the design, at where the features meet the fields. I doubt this the product of a different master punch, but rather wear and deterioration of the working punch, which was used to create the working dies.
That said, some types of punch and Die Deterioration varieties are collectable. This feature is pretty small (however, not as small as a 1947 dot), but as someone pointed out, there is simply no demand.
Good eye, and credit to the seller though, that is a small feature, and one that would not be easily spotted without scrutiny. Excellent photos too.
