Reverse picture would help but it appears to be environmental damage.

Yes, ED or possibly treated with some sort of chemical. Definitely PMD.

Personally, I enjoy putting coins like this back into circulation. Finding old wheaties like this will often promote numismatic inquiry and perhaps spark a new collector. Who knows then, it may appear on the CCF!?
