As the Canadian penny is withdrawn and melted does anyone know what happens to the American pennies that are mixed in? Are they melted too or sorted and exchanged? How about all those American pennies dumped in those coin counters in Canada?

I highly doubt that the mint has hired people to roll hunt their coins. I would imagine they all get tossed into the melting pot.
That is the ones that I don't save!

 , The RCM is recalling ALL Canadian cents. With the number of coins being turned in, it would be impossible to sort out all the U.S. coins that are mixed in.

The reason being when I used to visit Canadian coin shops (I lived close to the border most of my life), one of the novelty items they sold were US $1.00 bills where they had replaced the picture of Washington with ... well.. just about anything else like Captain Kirk, The A-Team people, Elvis, Lucille Ball, etc. Even if it is illegal for them to destroy our pennies, I highly doubt there would be a waste of taxpayer money by the US to check up on this. The relatively few to be destroyed would never be worth looking into. The waste of money to try to sort through them all would also make it kind of ridiculous.

Even if US law is enforceable in Canada, which it just might be in cases such as this (no lawyer here, so best to assume the answer is "yes")...it is NOT illegal for the RCM to melt US cents: 31 CFR 82.2 Quote: (c) The prohibition contained in § 82.1 against the exportation, melting, or treatment of 5-cent and one-cent coins of the United States shall not apply to coins exported, melted, or treated incidental to the recycling of other materials so long as— (1) Such 5-cent and one-cent coins were not added to the other materials for their metallurgical value; (2) The volumes of the 5-cent coins and one-cent coins, relative to the volumes of the other materials recycled, makes it clear that the presence of such coins is merely incidental; and (3) The separation of the 5-cent and one-cent coins from the other materials would be impracticable or cost prohibitive. The US cents were not intentionally added by the RCM, relative to volume US cents would be expected to be a small percentage of the total meltings, and regardless the separation of US cents would be both impracticable and cost prohibitive. So even if US law applies to Canada, the RCM would meet all 3 qualifications to render the melting of US cents "legal".

If countries where to argue over who melted some of the others cents or pennies, especially if one of those country's doesn't even use them anymore, then that would be very petty now wouldn't it?

The US Law that prohibits melting of cents is intended for large scale destruction of the coins. If challenged I doubt it would hold up since the coins are the property of the owner, not the government.
Even if the law would be upheld it cannot be enforced in Canada.
In addition, the US cents that might get melted along with Canadian cents during the metals recovery program would be incidental and not make a bit of difference, especially not enough to make separation worthwhile.
