Does this look like lamination, grease filled, something else? Neat looking coin but not sure what it is

Looks like it was struck though something, maybe cloth and the circulation has removed some of the fabric detail.

Looks more like a lamination peel in that area. If it were struck though cloth you would see the pattern of the cloth.

Could be a planchet error, hard to say looking at a photo.
