I think this may be worth a little more research. The American Eagle (note the striped shield) is common on US arcade tokens, but not Japanese pachinko. This could just be an unusual design, or there is a possibility that you have a more vintage token, perhaps from Vietnam or Korea (SEGA stands for Service Games, and was founded as a Pachinko manufacturer geared towards US soldiers in 1952).

For what it's worth, the Taisei Corporation is a very old Japanese run company that was renamed to Taisei in 1946. They have offices in many places, including Vietnam. Reference: https://en.wikipedia.org/wiki/Taisei_Corporation
