Frankly speaking, I also like this kind of classic design - an outside frame holding all sort of things inside. It seems this was popular in 40s' to 60s' banknote design.

I agree- the frame gives it a nice, finished look that I like. Definitely preferable over designs that extend to the very edge of the note/coin like 2005-present US 5 cent pieces/nickels- .
