Are slanted d mintmarks a common occurence on lincoln cents?

Yup. Slanted mintmarks are especially common in the 50s, and mintmarks that are punched in odd places are very common in the late 80s. All of the above are known and not uncommon for any year prior to 1990. Since 1990 the mintmark has been included as a part of the design on the master hub, so tilted and misplaced mintmarks are rather impossible.
