I would say EF35
Is it the around the legend double punching as the photo is a little blurry?

When I first looked at it, I thought EF-40 but I think VF-30 fits it better.

I've taken more photos ..and will add this cent to the "varieties" forum..because of the doubling..

VF 30 or better is OK for this problem free cent....

One upper was just a lighthearted poke conceding that your C1a/C1 is nicer then the one I just posted pictures of on my 1859 post.

I agree with the VF30 (plus a little); just not quite the hair separation before the ear that you need for an EF. Nice coin nonetheless. As to the 'doubling' in CANADA, can't tell for certain seems like some die polishing and maybe even some ejection doubling but can't be for sure. I certainly would not discard it from my collection.
