Looks like somebody added a little something to that coin.

It didn't happen at the mint. It would be considered damaged amd not collectable.

However, your daughter should keep searching. There are lots of fun things to find out there!

Looks like it was just colored in by a previous possessor. These coins were treated by companies, post mint release to give a hologram effect, just google "hologram State Quarters", but either way, it is worth no more than a quarter.

I am with the consensus, post mint altercation. Quite common on the Statehood Quarters, being sold by third parties with "value added" gimmicks.
