Yes that is flat field doubling. The second strike flattened the edge of the device.
Note on this 1963 Proof cent. The center is doubled, but the tops of the 3 device is showing flat field doubling

The die was hub doubled and also shows flat field doubling. (flat field doubling on a doubled die obverse)
