1984-Washington-Quarter-P-Minit-Mark-Variety?

I first noticed something extremely wrong with this quarter a while back. It is obvious and extremely visible to the human eye that the mint marks on these two quarters are in two completely different locations. One is closer to the Washington's bust than the other.

I recently bought a microscope and have taken some pictures and noticed the two mint marks do indeed look greatly from each other

Something looks wrong. Have any of you noticed this before? Which is more common.

The mint marks were hand punched up until 1990. That means that the location of the mint mark will vary.

After 1990 the mint mark is part of the design. If it is doubled on post 1990 coins, then it might be Die Deterioration or a doubled die. (changes are more in favor of the Die Deterioration.
