It may have had something on the coin for a time when it was fresh that prevented contact with the surface. Thus leaving parts of the surface new looking. The obverse looks like it may have be something like tape or something?
If there was grease/glue on it at one time it would prevent the toning. But if was only partly touching the face then it would prevent toning. Kind of makes me think it was an end of roll coin and someone taped it shut? Reverse? Just not worth a lot in the condition it is in right now.
