I have a 1992 D nickel that has a frosty plating on it, it seems anti scratch resistant. In the front you can see where its coming off and I believe copper is beginning to show. Any ideas whats going on here? It is 4.91g

The US Jefferson nickel is not plated. I think what you are seeing is environmental damage/discoloration.

I know but this coin looks like it was replated just like 1943 steel cent. The color in comparison is much whiter. I'm curious what kind of environment would do this?

Not only discoloration, there was a finger print that probably started the avalanche on the obverse. The salts from the hands leave a residue that later eats into the finish. It is getting worse with age. Nothing will remove it without ruining the coin for collectability. Then you have a coin that has lost the natural surface and drops the value of the coin.

i can try scratching the back and see if anything will come off or what not. since I'm guessing this isn't anything important might as well do some more experimental digging.
