I'm thinking more like VF-20 for detail. There seems to be some damage however on the left side of the shield which has partially taken out LIBE of LIBERTY. I can't see this as caused by wear given how strong the RTY looks. There is also a hit on O of ONE on the reverse. Surfaces otherwise seem free of harsh cleaning or other abuse.

Not a bad-looking coin overall, and worth considerably more than a common Mercury dime.
