You would need to define rare.....

but 1925, 1930 & 1946.... there others like 1920 in UNC.

Rare also could be in the grade as well

Also some die varieites can be rare, 1931 dropped 1 Indian obverse, 1920 Sydney reverse (dot above bottom scroll)with the London obverse.
There are others.
As Humpybong said there are rare ones in high grades and the date ones are 1930, 1925 and 1946, the latter 2 being scarce but obtainable.

What about 1937? If my memory serves me well (and often it doesn't) they were never issued but, somehow about 4 specimens slipped out the back door.

The 1937 pennies are so rare that most collectors don't count them on their lists. There are just a few patterns, one uni-face and one two-faced,. The coins tend to run around $200,000. :) I know I can't afford one of those.
