Ive tried to do some research but getting no where. The 21 series all used the same reverse that was similar to the 1878 reverse with the parallel top arrow feather. The top arrow feather on 1879 through 1904 has a slope as shown on your coin. There were some 1879 that used the reverse of 78. On the 1921 series there were some other changes like going back to the flat breast feathers like is also found in the 78 coin.
