what is the value of this coin? its not graded by pcgs but by insab. how would I get it graded by pcgs?

,to CCF, it's hard to tell from the image what it may actually grade at todays standards, but it does look like a fairly decent strike for that date/mm.

As you know its not a top tier grading company but as Dave notes it might be a nice coin from a first glance,, take it to a know reputable dealer to see if they think its been cleaned or if it could be gradable quality before you just send it in, and they can help you submit it also.. G

MS 64s you can get for under $1000, but MS 65s sell for several thousand. I agree with the above - take it to a reputable dealer for opinion and assistance with submission to one of top TPGs.

PCGS Photograde may help. It isn't as informative as having a reference set in hand, but it may be better than nothing.
